Defendants committed unfair and deceptive acts and practices in violation of the CSPA by: 1) accepting deposits from consumers and failing to provide dated receipts stating the time during which the option is binding and whether the deposit is refundable, 2) accepting down payments from consumers and then failing to deliver the goods and services purchased or return the down payments to consumers, 3) representing that repairs have been made or services have been provided when such is not the fact, 4) failing to provide consumers with a written itemized list of repairs performed or services rendered, 5) performing shoddy and unworkmanlike services and failing to correct such work, 6) failing to secure permits for home improvements, 7) failing to utilized licensed electricians and plumbers and misrepresenting that Defendant was a licensed electrician when he was not, and 8) failing to register or report the use of a fictitious name with the Secretary of State. Defendants violated HSSA by failing to give consumers proper notice of their right to cancel a contract by a specific date. Defendants ordered to pay $11,400 in consumer restitution and $50,000 in civil penalties.
